Who's Who in Health and Safety?
Here's a little bit of information on some of the people you may have contact with, concerning
Health and Safety in schools.
Nina is your first go-to, but if she's away then try Penny, Lisbeth or Simone to answer any queries.  If there's any form of emergency and you can't get hold of Nina, please contact Paul Butcher, Head of Health and Safety via paul.butcher@suffolk.gov.uk or our main team number: 01473 260 208.

Nina Bickerton – Schools’ Health and Safety Advisor

Hello!  I advise maintained (non-VA) schools on all aspects of safety, health and wellbeing, and work closely with colleagues from Schools’ Choice HR. I’ve met lots of you already in my four years in post, which has already gone so quickly! I hope to meet more of you in the coming years.

I’ve been in health and safety now for just over twenty years with a couple of gaps in the early days. I’ve worked at a University as their Risk Management Officer, and also at a London Borough as a Corporate Advisor. I’ve been with Suffolk for ten years now, and previously worked in CYP Health and Adult and Community Services. This is my favourite role so far, but in the late eighties and nineties worked in a residential Pupil Referral Unit, a boarding school and also with the Ipswich Women’s Refuge, which are all good backgrounds for the work I’m now doing.

When I'm not working, I love walking my two Sprocker Spaniels across the heaths, and dabble in photography, painting and drawing. I have a fifteen year old son who also keeps me very busy!

My Suffolk Learning web pages are (hopefully!) full of useful information on schools’ health and safety. It’s always a good place to go first if you’ve got a query. If you can’t find what you’re looking for, please do email me on nina.bickerton@suffolk.gov.uk or call me on 01473 260 399, and I’ll try and help.

Penny Shenfield – CYP (Non Schools) Health and Safety Advisor

Hi! I advise the many CYP teams on all things safety, health and wellbeing, and work closely with Nina and the rest of the corporate Health and Safety Team.

I’ve been in health and safety now for just over six years, however I joined Suffolk County Council over 30 years ago. Previous to 2013, I worked within Suffolk Highway Contracting as Business Development Manager supporting the management team and approx. 130 roadmen across the County. In the latter years, I supported the Health and Safety Manager which led to my career change as I wanted to learn more about the field of health and safety. I was also the Corporate Property Risk and Quality Advisor prior to divestment in 2016. These roles have given me a good background for both people and premises based risk management.

If you're part of a Corporate (non-schools) team you can access the SHAW A-Z pages on MySCC. You will find lots of useful information and resources on safety, health and wellbeing. It’s always a good starting point should you have a query. If you can’t find what you’re looking for, please do email me on penny.shenfield@suffolk.gov.uk. Within CYP there are approx. 2,400 staff based over more than 130 settings, which keeps me pretty busy, and I’m slowly making my way to each of these. If you would like a visit or would like me to attend a team meeting for an informal health and safety conversation, then please do ask and I will gladly arrange to come and meet with you.

Martin Fisher - Growth, Highways and Infrastructure Health and Safety Advisor

I work closely with Nina and Penny and some of your Governors may have met me when I present the Lead Governor H&S training around the county. I am the health & safety advisor for Growth, Highways and Infrastructure, and prior to that the old Environment and Transport department. Although I’ve always supported GHI or its previous incantations, I find working in other directorates interesting, to see different approaches to managing risks in different situations. Like other H&S colleagues I also have a corporate role and get involved in writing policies and procedures and delivering training courses.

My specialism is Ergonomics, and in this regard, I support a network of Workstation Assessors across the county council.

II’m also a volunteer Emergency Plans Operations Officer. Fortunately, we don’t get called out very often although when we do it is very rewarding to be part of the solution to a problem; which is how I regard my H&S work generally.

Away from work I have a grown-up family. Both my children are currently studying at university. When they were at school, I was a school governor for 8 years and served on the Finance, Premises and Disciplinary committees.

For hobbies, I like hill-walking (obviously not in Suffolk!). I’m currently renovating two classic motorbikes; a 1974 Yamaha RD250, the one I aspired to as a teenager, and a 1959/63 Triton (a Triumph engine in a Norton frame). And I play a very mediocre back-row cornet in a brass band (which is really just an excuse to drink beer!).

Simone Moore – Business Admin Apprentice

Hi – I’m Simone, the apprentice in the Corporate Health and Safety Team and I’m currently working towards my Level 3 Business Administration NVQ and have previous experience in Human Resourses. I have only been at the Council since May 2019, however, I’m completely settled in and love it here, thanks to support of the team.

Although I provide support for the whole team, I particularly spend a lot of time supporting Nina, Penny and Lisbeth with the Schools and CYP workload, including inputting the School’s Incident Report Forms into the system and organising training courses.

Please feel free to contact me on simone.moore@suffolk.gov.uk with any questions or queries, and I’m happy to liaise with the team to help.

Lisbeth Thorsen – Business Support Co-ordinator

Hello – I’m Lisbeth. I provide the day-to-day support for the safety, health and wellbeing team in a number of different areas, including iTrent incident reporting, Evolve system management, training admin and more.

Although I’m not a health and safety advisor, I have picked up a good general understanding of the most common health and safety topics especially in relation to reporting incidents and setting up your computer workstation. I have been involved in the Working Well for Suffolk group since the beginning, and am a facilitator for the Positive Mental Health Management workshop.
Over the years, I have been involved in, and organised a variety of events and campaigns both to promote safety, health and wellbeing and in my role as chair of the Mental Health Network.  Feel free to contact me if needed on lisbeth.thorsen@suffolk.gov.uk .
